Tuloy Foundation caters to orphaned and abandoned street children (top priority) and street children with parents/relatives but are abused or exploited, aged 10 to 18 (for boys) and 8 to 13 (for girls) at the point of entry. Clients must not be impaired with physical and mental conditions (e.g. severely handicapped or addicted to drugs) that may endanger or prevent them from adjusting to the life in the Center and from availing of the education program and Vocational Technical/Skills training that demand mental stability and physical dexterity.

The Tuloy sa Don Bosco School accepts out-of school youth from other Street Children Centers or from indigent communities. These children may have families but their parents are financially incapable of supporting their education. The program accepts children within the age range of 8 to 18 years old.
