Tuloy received commendations from DepEd, TESDA, and the DSWD. During President Gloria Macapagal-Arroyo´s term as Vice President and DSWD Secretary, she presented Tuloy as a lead-model program for the rehabilitation of street children. She also appointed Fr. Rocky as Captain for the cause of street children.
Fr. Rocky received the Presidential Service Award for Service to Children given by Rotary International President James Lacy (Rotary Year 1998-1999). And in 2000 he was named as one of the Outstanding Citizens of Makati during the term of Mayor Elenita Binay.
Fr. Rocky bagged the first place honors for Most Outstanding Literacy Worker -National Level in the 2002 Literacy Awards conducted by the DepEd, while Tuloy sa Don Bosco School was selected as one of the top 5 Literary Programs in the country in the 2003 National Literacy Awards.
The Drucker Foundation´s "Leading Beyond the Walls", the first book in the Wisdom to Action Series, had one chapter devoted to Tuloy and Fr. Rocky. Written by Startford Sherman, a globally recognized authority on management issues, the Chapter 10 The Power of Choice highlights the management style of the Foundation. He writes, "The Tuloy sa Don Bosco Streetchildren Project is at once an inspiring model of effective public service and a potent example for any leader hoping to win allegiance to his or her ideas... The lesson here for any organization hoping to alter the behavior of its members is that people can change - but real change is the outcome of personal choice and voluntary commitment. Force and coercion require tremendous attention and energy yet produce limited results. Genuine transformation, lasting and self-sustaining, is the fruit of freedom. It begins with the right to say no."
